Full On Appoints Joel C. Spangenberg as Vice President of Government and International affairs

Washington, DC, October 1, 2026 – Full On Communications has named veteran nuclear energy and national security executive Joel C. Spangenberg as Vice President, Government and International Affairs. With more than two decades of experience in nuclear energy, national security, and advanced technology, Joel can help Full On’s clients and partners raise awareness about their solutions, increase backing among key stakeholder groups, and support them in achieving their strategic objectives.

Previously, Joel served as U.S. Country Head and Vice President of U.S. Government Affairs for CORE POWER, a developer of maritime nuclear energy solutions. He began his career as a U.S. Navy Surface Warfare Officer (Nuclear) and later held senior executive, nuclear policy, and government affairs roles in both government and industry.

A former member of the federal Senior Executive Service, Joel most recently served in the assistant secretary-level role of Acting Director of the U.S. Selective Service System. His earlier federal service included senior positions with the Defense Nuclear Facilities Safety Board, National Nuclear Security Administration, Naval Reactors, and the United States Senate.

In addition to his work with Full On, Joel is the Founder and Managing Partner of Severn Readiness, a strategic advisory firm focused on the intersection of technology, government, and strategic investment.

He also serves on the Board of Advisors of the United Coalition for Advanced Nuclear (UCAN) Power and is active with the American Nuclear Society.
